SUBJECT:
STAFF REQUIREMENTS - SECY-99-104 - MODIFICATION OF THE NRC PERSONNEL SECURITY PROGRAM The Commission has approved the staff's proposal to modify the NRC personnel security program by applying changes to the criteria for security clearances, in implementing these changes, the staff should ensure full consideration is given to the effects of these modifications, such as less flexibility for rotational assignments because of clearance requirements. The staff should pursue the ambitious reduction in the number of Q-clearances, as described in Case 1 of Table 2 of SECY-99-104. Also, the staff should ensure that clearances which are downgraded now will not need to be upgraded later at additional cost and that the resulting changes do not impede the efficiency of NRC's decision-making. As part of this reduction, management should communicate early and effectively with the staff to ensure that all personnel understand that the resulting changes in clearance levels are not adverse actions.
