Dear Mr. Chairman:

In response to your request of May 20,1997, and as we reported in the enclosed Year 2000 Quarterly Status Report dated February 1999, the U.S. Nuclear Regulatory Commission (NRC) completed its Year 2000 Program on February 5,1999.

To address the recent letter from the Office of Management and Budget concerning change management, I am pleased to inform you that although the NRC has practiced change management on an informal basis, we formalized our change management process in 1996 with the issuance of the NRC Systems Development and Life Cycle Management (SDLCM) methodology. Recognizing that any proposed change, if not properly managed, has the potential of causing system failures, the NRC SDLCM provides for a 10-step change control process that, among other tasks, provides for change research, problem analysis, and impact analysis. Complete documentation resulting from this change control process is reviewed and approved by a configuration control board before any work is begun. We believe that this formal process will prevent any adverse effect on previously implemented Year 2000 repairs.

A review of proposed regulatory requirements is performed by our Committee to Review Generic Requirements, which has been instructed to consider the impact of proposed requirements on Year 2000 efforts of licensees. For a proposed new requirement that may impact on licensee Year 2000 resources, the Committee to Review Generic Requirements will consider whether alternatives to the proposed requirement may be appropriate or whether implementation of the requirement can be delayed until after the Year 2000 transition.
