SUBJECT:
SNM SAMPLES WE WILL COLLECT AND SEND TO NBL FOR ANALYSIS DURING FY 1987 In response to your memorandum of May 23, 1986, we submit the following tentative sampling schedule of SNM for chemical and mess spectrometric analyses of weight percent U and U-235 for FY 1987.
A.
Exxon Nuclear Company, Inc., Richland, Washington. Material type:
- LEU, forms: UO Powder, green and sintered pellets, scrap pellets and lagoon 2
liquid samples.
I.
Number of samples:
1.
12 UO powders (10 g each) 2 2.
18 UO Pellets (20 g each) 2 3.
8 UO hard-scrap pellets (20 g each) 2 4.
8 lagoon samples (1 liter each)
II.
The months during which sampling will occur are November 1986, February, April, June and August 1987.
III. The usual format (DOE /NBL Form, Analytical Services Request DOE-CH-(5-78)) is adequate for reporting measurement data. Normally no statistical analyses of NBL's analytical data are required.
IV.
The analytical data from NBL (Wt % U and U-235 and micrograms U per milliliter) are required for verification of the licensee's measurement systems. The systems are the gravimetric with impurities correction for Wt % U in UO2 Powders and pellets. Also, the licensee's thermal ionization mass spectrometer (TIMS) measurement system for determining Wt % U-235 and the fluorometric method for determining micrograms U per milliliter in lagoon, mop water and grinder water samples will be verified.

GA Technologies, Inc., San Diego, California. Material type LEU, forms:
sintered UC0 kernels, Triso coated UC0 particles and fuel rods. The Wt %
U-235 is 19.9 in the UC0 kernels, particles and rods. Another fuel form is UZr alloy. The Wt *4 U in the alloy ranges 8.5 to 20% and the U-235 Wt
% is 19.9.
The UC0 production will be limited to several hundred rods for a DOE program named Capsule. The UZr alloy is produced for TRIGA M

P JUN 271986 reactor replacement (reload) elements. TRIGA reactor element production is limited to a few hundred elements per year.
I.
Number of samples:

Two UC0 sintered kernels (3 g each) 2.
Two or three Triso coated UC0 particles (3 g each) 3.
Two NWS or Capsule rods II.
The months during which sampling will occur are October 1986, January, March and June 1987.
III. The Regional Inspector will require that NBL prepare " blind" solution standards of UZr alloys for verification of the licensee's QC laboratory system for the determination of grams U per gram of solution. These " blind" standard solutions should be in triplicate for three different concentrations of U, and one enrichment value of 19.9 Wt % U-235.
IV.
The usual formate (DOE /NBL Form, Analytical Services Request) is adequate for reporting measurement data obtained from licensee's samples.
Statistical data relating to the standardization and certification of the concentration of U and Wt % U-235 will be required for the " blind" solution standards.
V.
The analytical data from NBL (Wt% U and U-235) obtained from analyses of licensee's samples are required for verification of the licensee measurement systems.
The licensee has a contractor for measurement of Wt % U-235 by TIMS.
NBL's TIMS values of enrichment will be used to verify the contractor's measurement system for Wt %
The licensee, af ter suitable solubi'lizing procedures, performs the modified Davies and Gray titrimetric procedure for U concentrations in UC0 kernels, Triso coated particles and rods and UZr alloys and scrap samples.
