UNITED STATES NUCLEAR REGULATORY COMMISSION CHARTER LICENSING SUPPORT NETWORK ADVISORY REVIEW PANEL

1. Establishment and Official Desianation l

l The Nuclear Regulatory Commission's (NRC) Rules of Practice in 10 CFR Part 2, Subpart J, establish the basic procedures for the submission and management of records and documents relating to the licensing of a geologic repository for the disposal of high-level radioactive waste (HLW). The procedures include the use of an electronic information management system known as the Licensing Support Network (LSN).

Pursuant to 10 CFR 2.1011(d) there is established an advisory committee designated as the LSN Advisory Review Panel. 4 l

2. Objectives. Scone of Activitv. and Duties i

The LSN Advisory Review Panel shall provide advice to:

1

a. The NRC on the fundamentalissues of the type of computer system necessary to access the Licensing Support Network;
b. The Secretary of the Commission on the operation and maintenance of the electronic docket established for the HLW geotogic repository licensing proceeding; and I
c. The LSS Administrator on solutions to improve the functioning of the LSN.

The LSN Advisory Review Panel shall provide advice on:

s. The format standards for providing electronic access to the documentary material certified by each participant to be made available in the LSN to the other parties, interested governmental participants, or potential parties;
b. Procedures and standards for the electronic transmission of filings, orders, and decisions during both the pre-licensing application phase and the high-level waste licensing proceeding; and
c. Other duties as specified in 10 CFR Part 2 or as directed by the Secretary.

2 After commencement of the high-level waste repository licensing proceeding, the primary

  • focus of the LSN Advisory Review Panel will be on broad, long-term, technical issues

relating to the operation and maintenance of the LSN and continuing assessments as to how and whether LSN is performing its intended function and serving users' needs.

3. Duration The LSN Advisory Review Panelis expected to be needed on a continuing basis through l the conclusion of the NRC proceeding on granting a license to DOE to emplace waste at the repository.

6. Membershio l

l Membership includes representatives who wish to participate from those organizations l who served on the NRC High-Level Waste Licensing Support System Advisory Committee. This includes representatives of the State of Nevada, the Department of Energy, the Nuclear Regulatory Commission, the affected units of local govemment in .

Nevada, the National Congress of American Indians, the Nevada Nuclear Waste Task Force, and a coalition of industry groups. Selected Federal agencies with substantial experience in electronic information management systems may also be included on the

! Panel. Consistent with the Federal Advisory Committee Act, the Secretary of the Commission may appoint additional representatives, giving particular consideration to l potential parties to the HLW licensing proceeding and those who later acquire actual party status. The NRC representative will serve as the Chairman of the Panel.

7. Estimated Number and Freauency of Meetinos The LSN Advisory Review Panel is expected to meet approximately two to three times a ,

_ year and to save travel costs will utilize video conferencing and the computer-based l

8. Estimated Annual Operatina Costs The estimated annual operating costs for the LSN Advisory Review Panel are $6,000 and 0.2 person-years.
