Dear Mr. Chairman:
i The U.S. Nuclear Regulatory Commission intends to publish the enclosed final amendments to
{
the Commission's rules in 10 CFR Part 2 and Part 51 regarding Procedures Applicable to Public Notification, Availability of Documents and Records, Hearing Requests and Procedures for Hearings on License Transfer Applications. The amendments are intended to streamline the hearing process for NRC approval of license transfers by establishing informal procedures together with schedular milestones. These are expected to result in the issuance of a final Commission decision on a routine license transfer within about six to eight months of the notice of receipt of the application.
The Commission has determined that this rule should become immediately effective upon publication.
