Dear Mr. Stello:

The Federal Emergency Management Agency (FEMA) has completed an analysis of the prompt alert and notificatior. system for the Fort St. Vrain Nuclear Generating Station in Platteville, Colorado. Wis review has been cmpleted pursuant to FEMA Rule 44 CFR 350; selected evaluative criteria and Appendix 3 in NUREG-0654/ FEMA-REP-1, Revision 1; and FEMA-43 the " Standard Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants" (now published as FEMA-REP-10). We enclosed report entitled " Fort St. Vrain Nuclear Generating Station Site-Specific Offsite Radiological Emrgency Preparedness Alert and Notification System Quality Assurance Verification" sumarizes the engineerirg design review; incorporates the resulte of the telephone su,rveys of the public conducte1 immediately following the act ivations of the alert and notification system on August 15, 1984, June 18, 1905, and August 6, 1986; outlines the en-hancements to the system following the August 15, 1984, and June 18, 1985, tele-phone surveys; and confirms the adequacy of the applicable evaluative criteria fran N" REG-0654/ FEMA-REP-1, Revision 1, and FFJ4A-43.

Based on the engineering design review, the system enhancements that have been canpleted, and the results of the latest telephone survey, FEMA has determined that the alert and notification system installed around the Fort St. Vrain Nuclear Generating Station satisfies the requirements of NUREG-0654/ FEMA-REP-1, Revision 1, and FEMA-43. Therefore, there is now reasonable assurance that the system is adequate to pranptly alert and notify the public in the event of a radiological emergency at the site. The caveat on the alert and notification system contained in the 44 CFR 350 approval dated January 29, 1982, is now re-moved. The Honorable Roy R. Romer, Governor of Colorado, has been advised of this approval.

Notwithstanding this approval, FEMA recommends that the State of Colorado, Weld County, and the Public Service Company of Colorado consider increasing the fre-quency of the full-cycle test of the siren to once a month rather than twice a year. FEMA believes that additional full-cycle tests would provide an added degree of assurance of the continued readiness and operability of the Fort St.

Vrain alert and notification system.
