Dear Sir:
This letter refers to the violation cited in the subject inspection reports which states:
"During the Nuclear Regulatory Connission (NRC) inspection conducted on February 24-27, 1987, a violation of NRC requirements was identified. The violation involved a failure to follow fire brigade training procedures.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:
Technical Specification Section 6.8.1.f states that written procedures shall be established, implemented and maintained covering fire protection program implementation. Farley Nuclear P.3.it T Oining Plan, Procedure FNP-O-AP-45, Appendix Q states that the fire brigade retraining program will consist of formal lectures and six drills per quarter.
Contrary to the above, during 1986 an inadequate number of fire brigade drills were conducted in that a total of 18 drills were conducted with three drills conducted during the first quarter, none the second quarter, one the third quarter and 14 conducted during the fourth quarter.
This is a Severity Level V violation (Supplement I)."

Reason for Violation he violation was caused by personnel error in that no systematic method had been established to ensure that this requirement was met.
Corrective Action Taken and Results Achieved Six fire drills were conducted during the first quarter of 1987.
Corrective Steps Taken to Avoid Further Violation A systematic method will be developed to ensure fire drill frequency is pre-planned on a quarterly basis to meet procedural requirements.
