STAFF REQUIREMENTS - SECY-99-065 -' REVISION OF MANAGEMENT DIRECTIVE 10.159, OlFFERING PROFESSIONAL VIEWS OR OPINIONS
.This is'to advise you that the Commission has not objected to the proposed revisions to Management Directive 10.159, subject to the changes provided in the attachment.
As the Chairman, on behalf of the Commission, is to 'see to the faithful execution of the policies and decisions of the Commission,' (i.e., implementation of policy that the Commission has decided), it is more appropriate for the Chairman, rather than SECY, for Commission-level offices, to be responsible for ensuring that actions and follow up actions on differing professional views (DPV) are handled in a timely and proper manner.
Reports on timeliness should go to both the Chairman and SECY to allow for the management activi4s by the Chairman and the tracking activities performed by SECY.
