Dear Mr. Allison:
Thank you for your response postmarked April 20,1999, to our Notice of Violation (Notice) issued on March 25,1999. We have reviewed your response and found that it meets the requirements of 10 CFR 2.201.
As noted in our letter of March 25,1999, enforcement actions are placed in the NRC Public Document Room (PDR)in accordance with Section 2.790 of the NRC's ' Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations, unless sufficient basis is provided to withdraw the violation. Because you did not provide a basis for withdrawal of the violation, a copy of this letter and our letter of March 25,1999, transmitting the Notice, with your address removed, will be placed in the PDR. As also stated in our March 25,1999, letter, the NRC would typically place your response in the PDR, with appropriate privacy information withheld. Although you did not specifically request withholding from public disclosure any of the information in your response, the NRC has concluded that due to the extensive sensitive and personal information contained in your response, it should be withheld from the PDR in its entirety.
This completes the NRC's review of this matter, and no response to this letter is required.
