NOTICE OF VIOLATION The Detroit Edison Company Docket No. 50-341 As a result of the inspection conducted on August 5-8 and 13, 1986, and'in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violation was identified:

Technical Specification 6.8.1.a requires that written procedures be established, implemented, and maintained covering among other things, the applicable procedures recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978.

Regulatory Guide 1.33 Revision 2, Appendix A, Section 10, requires among other things, chemical control procedures for maintaining water quality within prescribed limits and for limiting concentrations of agents that may cause corrosive attack of heat-transfer surfaces.

The licensee's Chemistry Procedure 71.000.04, Revision 2, February 21,'1985, titled " Chemistry Quality Verification Program," reouires, among other things, in Section 6.1.1 that nonradioactive blind and/or spiked samples be prepared and analyzed at least quarterly in an intralaboratory quality verification program.

Contrary to the above requirement, during the fourth quarter of 1985, the licensee failed to perform the chloride analysis intended to satisfy this requirement.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:

(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
