The Office of Nuclear Material Safety and Safeguards has undertaken an effort to streamline licensing activities. As part of this initiative, a business process re-engineering (BPR) Phase I was initiated to evaluate the existing SS&D Registration Program. Phase I of that process was completed in the fall of 1998. The review and documentation of the existing processes indicated issues requiring further attention. Phase I indicated the existing processes had too many steps and contained delays. Phase I also indicated the value of involvement and input from the Agreement States and Vendors. NRC is now in the process of sharing BPR Phase I findings and seeking the input of stakeholders through planned activities.

In January, NRC conducted a Vendors Workshop to share BPR Phase I findings, explained the need to implement a new quality-based early acceptance and rejection criteria of applications, and provided an opportunity for Vendors to air their concerns. Yambers of NRC, Division of Industrial and Medical Nuclear Safety, met with representatives of five Agreement States on April 7-8,1999. The meeting focused upon SS&D issues such as an appropriate level of engineering review, the need for a second reviewer signature, reviewer qualifications, and the i

integrated Materials Performance Evaluation Program (IMPEP) process for SS&D reviews.

This group identified a number of specific topics and made recommendations to be addressed by a Working Group. The Working Group would be convened to assist with revisions to the SS&D program evaluation criteria in Part lli of Management Directive 5.6 " Integrated Materials Performance Evaluation Program (IMPEP)," and finalization of Section XIV of NRC Inspection Manual Chapter 1246 Appendix B, "NRC SS&D Safety and Technical Reviewer Qualifications Journal." The group recommended that the Working Group should consist of three NRC representatives and three Agreement State representatives to be selected by the Organization of Agreement States. It is expected that a facilitated Working Group meeting will occur in the near future.

A summary of identified issues and the SS&D-BPR findings will be presented during the Conference of Radiation Control Program Directors (CRCPD) annual meeting on May 10,1999,
