TROJAN NUCLEAR PLANT Rotation of Fuel Annemblion The purpoco of this lotter is to infonn you of a change in our reactor coro loading pattern that will bo mado during the 1987 refueling outago.
As discuocod with Mr. Chan of your staff Portland Conoral Electric plans to rotato cortain fuel assemblico. The fuel accomblion referred to havo stainicos stool pino and extra grid straps and must bo located only in the eight corner locations by Trojan Liconac Condition 2.C.(11).
The rotation of those fuel asocmblion will maintain them in the speciflod corner loca-tions but will turn them such that tho etninloco stool pino are no longer facing the coro baffle plato. A preliminary Title 10 Codo of Federni Regulations (10 CFR) Part 50.59 cafety evaluation han boon performed and has indicated no change to the licenso or Technical Specifications to required, and no unroviewed cofoty questions ronuit.
A final 10 CFR 50.59 safety evaluation will bo performed no a part of the Roload Safety Evaluation. As discuaned with memborn of your staff, a Nuclear Regulatory Commicolon review of this inoue in not required.
