REQUEST FOR PROPOSED ABNORMAL OCCURRENCES AND "OTHER EVENTS OF INTEREST" ITEMS FOR THE SECOND QUARTER OF FISCAL YEAR 1999 The purpose of this memorandum is to request write-ups for events which may be reportable as abnormal occurrences (AOs) and "Other Events of Interest" items for the second quarter of fiscal year (FY) 1999.

I E:. AO event you submit should be based on the AO criteria that were included in the FY ik. AO report to Congress and published in the Federal Register (April 17,1997:62 FR 18820). Management Directive 8.1, " Abnormal Occurrence Reporting Procedure," provides information on how to prepare the write ups. Attachment 1 provides a list of events that have been identified as potential AOs.

Events for Appendix C should be based on the current direction provided by the Commission in the SRM dated September 4,1998, on SECY-98-175, " Proposed Guidelines for Appendix C, Other Events of Interest, to the Abnormal Occurrence Report to Congress" (see Attachment 2).

Your response should include a brief discussion on the merits of including these proposed i events or groups of similar events.

e 2-l in preparing write-ups, please remember the Commission's direction in the SRM on SECY 193," Implementation of Section 208 Energy Reorganization Act of 1974; Final Policy Statement," which stated, "The staff should file incident information on potential AOs in the public document rooms (PDRs) as soon as possible. In following this direction, the staff should place already existing documents on these incidents in the PDRs and identify the incident as a l potential AO."

STAM REQUIREMENTS - SECY 98-175 PROPOSED GUIDELINES FOR APPENDIX C, 'OTHER EVENTS OF INTEREST,' TO THE ABNORMAL OCCURRENCE REPORT TO CONGRESS The Commission has disapproved the staff's recommendation to pursue Option 1 and the other 4 9800019 options presented in the subject paper. Instead, Appendix C should be retained using the criteria described below to identify events considered for inclusion in Appendix C. When forwarding draft Abnormal Occurrence reports to the Commission for review and approval, the staff should briefly discuss the merits ofincluding each event in the report. The Commission will exercise its collegial prpeess to determine which events are included in the final Abnormal Occurrence report.

The staff should use the following criteria when considering events for inclusion in Appendix C :

Appendix C may include, but not necessarily be limited to, events that do not meet the Abnormal Occurrence criteria but have been perceived by Congress or the public to be of high health and safety significance, have received significant media coverage, or have ,

caused the NRC to increase its attention to or oversight of a program area, or a group of q similar events that have resulted in licensed materials entering the public domain in an uncontrolled manner.
