i CONFIRMATORY ACTION LETTER RIII-CAL-87-008 APR 151987 Docket No. 50-155 Consumers Power Company ATTN: Dr. F. W. Buckman Vice President Nuclear Operations 212 West Michigan Avenue Jackson, MI 49201 Gentlemen:

On September 15, 1986, the Region III EQ Audit Team identified a potentially enforceable finding at the Big Rock Point Plant concerning the failure to qualify plant installed Butyl rubber and Polyethylene (PE) insulated cables to the requirements of 10 CFR 50.49 and the D0R Guidelines. These cables are used extensively in EQ applications at the plant and are needed to shut down the plant during an accident. Meetings were held on March 3, 4, and 31, 1987, in Bethesda, Maryland, to discuss these cable deficiencies. As a result of these meetings, Consumers Power Compaiy submitted a Justification for Continued Operation (JCO) for the specific EQ items which rely on the subject cables.

In addition, Consumers Power Company was required to submit a detailed plan of corrective action within 30 days of startup from the 1987 refueling outage.

On April 13, 1987, a meeting was held in Bethesda between Mr. D. Hoffman and others of your staff, Mr. M. Virgilio and others of the NRR staff, and Mr. N. Chrissotimos and others of my staff to discuss the corrective actions Consumers Power Company would take in resolving the EQ deficiencies. During this meeting, your staff reiterated Consumers Power Company's position that the partial test data and analysis contained in the existing EEQ files for the Butyl rubber and Polyethylene cables provide reasonable assurance that the cables in use will perform their intended safety function when called upon for accident mitigation.

However, based on the discussions during this meeting, it is our understanding that Consumers Power Company will:

1.

Replace all Butyl rubber and Polyethylene insulated EQ cables in question inside the containment except for those cables identified in the technical justification as being outside the scope of 10 CFR 50.49.

Consumers Power Company will initiate an outage by May 31, 1987, to facilitate the cable replacements.

2.

Provide an acceptable written technical justification to support the qualification of the Butyl rubber and Polyethylene insulated EQ cables outside the containment at least two weeks prior to startup from the May 1987 outage.
