USE OF GENERAL TECHNICAL SPECIFICATIONS TO EXTEND

-* THE TlHE LIMITS OF SPECIFIC TECHNICAL SPECIFICATIONS The enclosed April 21, 1087, memorandum from Charles E. Norelius to Edward L.

Jordan forwarded a proposed information n6tice.

The specific !ssue of the proposed information notice dealt with a licensee exceeding the limiting condition for operation for containment oxygen concen-tration. However, the more salient issue is the fact that the licensee at-tempted to combine the time limits of a general technical specification (3.0.A' with those of a specific technical specification (3.7. A.5) in a manner not consistent with the staff's intent when the specifications were written.

The staff position on the appropriate use of general specifications like 3.0.A at Dresden (3.0.3 of the STSi is described in a memorandum from T. Murley to I the Regional Administrators dated June 17,1987(enclosed). Basically, the -

memo states that specification 3.0.3 provides guidance on the tinie limits for an " orderly" shutdown when the individual Limiting Condition for Operation or ACTION statements in other specifications cannot be complied with. LCO 3.0.3 is not intended to be used as an operational convenience to extend the time available to complete maintenance or surveillance activities when careful planning and attention to detail could have avoided entry into it.

Since Generic letter GL 87-09, " Sections 3.0 and 4.0 of the Standard Technical Specifications (STS) or the Applicability of limiting Conditions for Operation and Surveillance Recuirements" has recently clarified the basis and intent of specification 3.0.3, another ~ ic communication is not warranted at this time, Rather, regional management'- - t eness of the position coupled with regional actions to assure that the liu .ces are not permitted to intentionally misuse the general technical specifications should be sufficient at this time.
