TASK ORDER NO. 38 ENTITLED " TECHNICAL ASSISTANCE WITH THE PREPARATION OF A VALIDATION GUIDE FOR FUEL CYCLE LICENSEES" UNDER CONTRACT NO. NRC-02-95-003

Dear Mr. Bendt:

In accordance with Section G.4(c) of the subject contract entitled " Task Order Award," of the subject contract, this letter definitizes the subject task order. This effort shall be performed in accordance with the enclosed Statement of Work.

Task Order No. 38 shall be in effect from May 5,1999 through November 4,1999. The total cost ceiling is $26,424.00, of which the sum of $24,242.00 represents the reimbursable costs and the sum of $2,182.00 represents the fixed fee, i

l This task order obligates funds in the amount of $20,000.00.

The obligated amount shall, at no time, exceed the task order ceiling. When and if the

amount (s) paid and payable to the Contractor hereunder shall equal the obligated amount, the Contractor shall not be obligated to continue performance of the work unless and until the Contracting Officer shall increase the amount obligated with respect to this task order. Any work l

Penelope Kinney(301)415 7805 1.0 BACKGliOUND As a result of questions regarding the adequacy of validation reports prepared by fuel cycle licensees, the staff desires to develop a report which will discuss acceptable methods for documenting validations in licensee validation reports or criticality analysis. Technical assistance is required to prepare this report

i 2.0 TASK OBJECTIVES The objective of this task is to provide technical assistance to the NRC in the preparation of a validation guidance report. The report will include a suggested format, review of statistical methods, selection of benchmarks, and calculations involving example data.

3.0 STAFFING The contractor shall provide staff with professional credentials in the technical area of criticality safety analysis and computer code validation. The contractor should provide for technical l

continuity during the entire process.

I 4.0 SCOPE OF WORK i

i The contractor shall prepare a validation guide report that complies with the requirements of ANSI /ANS-8.1. The purpose of the report is to provide direction to staff reviewers in determining the adequacy of validation reports prepared by fuel cycle licensees and to provide a i

format that can be used by NRC licensees in preparing reports. The guide will help ensure the l

quality and uniformity of documenting validations in licensee reports. The report shallinclude the following:

, DELIVERABLES Deliverables to be prepared under this task and the projected schedule are provided below. Five copies of all deliver ^ ables shall be provided to the TPM. All reports are to be prepared in accordance with Section F.2 - Preparation of Technical Reports in the basic contract: The contractor shall be responsible for timely submittals ofinformation requests, reviews, calculations, and repons.

Letter report requesting additional information 30 days after task initiation Letter report concerning progress 60 days afler task initiation Detailed draft validation repon 90 days after task initiation NRC comments on draft 20 days after receipt of drati Final validation report 20 days after receipt of NRC comments 6.0 PERIOD OF PERFORM ANCE The period of performance for the work specified in this SOW shall commence on the etTective date of this task and shall continue through October 31,1999.

7.0 LEVEL OF EFFORT One staff month is estimated for completing the requirements of this task.

8.0 ACCEPTANCE CRITERIA The final report shall be sufficiently detailed and unambiguous that an NRC licensee would be able to use it as a model for the preparation of a validation report.

9.0 NRC FURNISHED MATERIALS The TPM will furnish the contractor with copies of pertinent documents as necessary.

10.0 FINANCIAL AND TECllNICAL PROGRESS STATUS REPORTS The contractor shall submit a monthly Technical Pr' ogress Report in accordance with Section F.3 -

Technical Progress Reports and a Finaricial Status Report in accordance with Section F.4 -

Financial Status Report of the basic contract. The reports are due within 15 calendar days aller the end of the report period.

I 1.0 MEETINGS AND TRAVEL Two coordination meetings of two days duration between the contractor and the staff will be required during the task. Meetings will be conducted at NRC Headquarters.

12.0 TECIINICAUPROJECT DIRECTION The NMSS TPM is responsible for providing technical guidance to the contractor regarding staff interpretations of the technical aspects of regulatory requirements, along with copies of relevant documents when requested. Technicalinstructions may be issued from time to time during the duration of this work. Technical instructions shall not constitute new assignments of work or changes of such nature as to justify an adjustment in cost or period of performance. The NMSS TPM is not authorized to unilaterally make changes to the approved work scope or schedule or give the contractor any direction that would increase costs over approved levels. The Contracting OfTicer is the only individual authorized to make changes to this task.

The NMSS TAPM is the focal point for all contract related activities. All work assignments and program funding actions are initiated by the NMSS TAPM who submits all requests to the Division of Contracts and Property Management (DCPM) for processing. All proposed work scope or schedule changes must be submitted through the NMSS TAPM for DCPM.
