Dear Mr. Miraglia:

l As you are aware, the District has designated Fred Stetson (of NUS) as a Washington Licensing Representative. In that capacity, he has been tasked  ;

with the responsibility for expediting the identification and transmittal of the staff's technical reviewer concerns so that the District does not lose any of the time that would otherwise be involved in the NRC's formal transmittal i process. Fred's work is also intended to enhance the efficient and effective l transmittal of any additional information that may be required even before the  !

identification of a technical concern.  ;

As our Restart Program progresses., it is becoming more evident that we must provide added support to those erforts that are intended to keep the licensing process off the critical path.

Because the District's total commitment to the Restart Program will be best served by the support Fred receives from the NRC as he discharges his ,

responsibilities, we urge you to comunicate our purposes to the appropriate I staff personnel in your organization. We ask that you solicit their cooperation.

We do not intend that their cooperation interfere with the staff's activities.

Indeed, we believe that your support of Fred's responsibilities will enable both the NRC and the District to achieve our respective schedule commitments.

Your continued cooperation with the District and with Fred as he discharges his responsibilities will be appreciated.
