Dy letter, dated January 14,1983 [ Reference (b)], Yankee Atomic Electric Company (YAEC) submitted RELAP5YA, a Computer Program for Light Water Reactor System Thermal-Hydraulic Analysis, to the NRC for review and licensing approval.

In accordance with the schedule established during the February 14, 1985 Vermont Yankee LOCA Analysis Method Licensing meeting, [ Reference (g)],

Mr. Daniel R. Muller, Director Page 2 FVY 86-61 This report describes the BWR Loss-of-Coolant Accident (LOCA) licensing analysis method for the Vermont Yankee Nuclear Power Station. This LOCA method will be used to perform full break spectra (size and location) cycle independent LOCA-ECCS licensing analyses in full compliance with applicable USNRC regulations contained in 10CFR50.46 and Appendix K.

The referenced report also provides licensing analysis results for both large and small recirculation loop breaks (Sample Problems 1 and 2).

The method basically uses the RELAPSYA LWR System Thermal-Hydraulic Analysis Computer Program developed and extensively assessed by YAEC. The code assessment work has established the validity of the code to predict the complex thermal-hydraulic phenomena encountered in LWR LOCA events.

In particular, the code assessment has shown that use of the evaluation model features in RELAPSYA required by Appendix K yields reliable, conservative predictions when compared to experimental results such as from TLTA and Marviken tests.

Therefore reliable, conservative predictions are obtained for l

the Vermont Yankee LOCA licensing analyses since these same features plus additional conservative assumptions are used.

f As stated in Vermont Yenkee's (VY) letter of October 22, 1985

[ Reference (k)], the development and licensing of the RELAP5YA LOCA code is one of high importance and one in which NRC's review schedule has direct impact upon the planned application of this method for VY's Cycle 14 high energy bund's reload. Therefore, we request an early meeting with NRC technical s.ff to present the attached report and discuss the status and schedule of NRC's licensing review of Vermont Yankee's LOCA analysis method.

We propose that the meeting be held on July 17, 1986, and we will contact Mr. Vern Rooney, NRC Project Manager for Vermont Yankee, to confinn a date.
