-fk P4& 20 The following is the history of the actions taken by the NRC Region I:1 staff while negotiating with GAP to obtair, affidwits and backup informa-tion supporting allegations regarding concerns a.aut the Callaway nuclear plant:
Date Details May 11, 1984 GAP informed Willian. Forney, Region 111 that GAP had approximately 25 allegations from five allegers who hed concerns about the Callaway nuclear plant.
The GAP representative stated that the allegations were being reviewed.
May 14, 1984 William Forney, Region 11) was in Headquarters on other business when he called GAP.
He stated that he would stop by the GAP office or have some-one meet the GAP representative at or near the Callaway site to pick up copies of the allegations.
The GAP representative stated the information would be provided on May ifi,1984.
May IS, 1984 Robert Warnick, Region III contacted GAP and again offered to pickup whe Mver information w e. > c /c il ab'i c.
GAP was abo asked if they would Fmide the allegcrt nam.,.; to the T P.C so that the NRC could telephone or vis.it the allegers to identify the safety concerns.
The GAP represent-ative indicated that they wc. d discuss the possibility and let Region
- l know.
May 22, 1984 Robert Warnick, Region III rocsived a call from GAP infont.ing him that GAP had rcccived perinission to by-pass the affidavit stage and let the NRC talk with the alicgers.
GAP indicated they would contact the allegers to determine their willingness to talk with NRC end that the GAP field represent-ative would contact Mr. Warnick.
May 25, 1984 Robert Warnick, Riegion III attempted to contact GAP representatives without success.
James G. Keppler, Regional Administrator, Region 11]
sent a letter to GAP soliciting GAP's cooperation in providing the information to Region Ill.

Resolution of the allegations was documented in Inspection Report lio. 50-483/84-30.
July 1984 Robert'Warnick and William Ferney became aware through teler. hone conversaticns with GAP that they were working with other individuals to document additlunal alleyotiviis.

September 17, 1984 GAP contacted Willian' forney, Region 111 and (WEEK) stated that GAP was in the process of obtaining affidavits which would document approximately ten (10) allegations concerning the Callaway nuclear plant.
September 21, 1984 gap contacted William Forney, Region 111 to discu n the status of the allegations which were provided by the two allegers on June 1984.
William.Torney inforned GAP that the inspection was complete end that inspection Report No.
50-403/84-30 would be issued during the week q
of September 24, 1984.
GAP stated that they wanted to review the inspection report before submitting these new allegations.
September 24, 1984 William Forr.ey, Region III sent a copy of the Inspection Report No. 50-483/84-30 to the GAP field representative in Fulten, Missouri for the purpose of allowing GAP to provide the ellegers an opportunity to review the NRC inspec-tion report.
September 27, 1984 James G. Keppler, Region III, Regional Administrator sent a letter to GAP soliciting their cooperation in providing the of fid4vits and allegations to Regien III in a timely rianner. (copy attached)
October 2, 1984 GAP submitted 6 10 CFR ?.206 request containing forty-eight (48) ellegations relating to the

. Details Date October 4,1984 GAP was requested during a personal discussion between William forney and a denfor GAP repre-sentative to provide the affidavits supporting the allegations to Region III.
The GAP repre-sentative said to call on October 5,1984.
Robert Warnick and Willion. Torney, Region III October 5, 1984 called GAP and requested GAP to provide the affidavits end any supporting information for the allegations to Region 111. The GAP repre-sentative said their field representative had the affidavits and would have to be contacted and that the field representative would contact Region 111.
October 8,1984 The GAP field representative contacted William Forney, Region III regarding the request for supporting documentation and affidavits.
The GAP 4
repecsontative stated the allegers did not want the affidavits given to the NRC.
William forney suggested the individual namcs be expurgated from the affidavits and that they be sent that night or the next day to the Regional Administrator, Region III.
October 10, 1984 William Forney, Region was unable to contoct the GAP field representattva or SAP office.
October 11, 1984 William f orney, Region 111 contacted the GAP office and once again requested the affidavits.
The GAP representative said that the field representa't'ive would have to be contacted to find out what the The GAP representative agreed to call status was.
William torney back, however, no contact was made before close of business October 11,1984.
