Dear Mr. Blough,
I am writing to you today to express the Seacoast Anti-Pollution League's deep concerns over a Daily Event Report issued by the Seabrook Station nuclear power plant on April 1.
That report indicates that one of the plant's two emergency diesel generators may have been inoperable since June of 1997, and that, at several times during that 20 month period the second emergency generator had been taken out of service by plant operators for i
repair or maintenance.
As you are aware, the emergency diesel generators constitute the only source of power for the plant's safety systems in the event of ap interruption in the flow of electricity from outside the nuclear plant. Having both generators out of service means that there is

virtually no protection for residents of the Seacoast in the event of an accident at Seabrook Station.
SAPL believes this is constitutes an enormous failure on the part of North Atlantic Energy Services Corp., the plant's operators, to ensure that the health and safety of
[s residents living within the 10-mile Emergency Planning Zone arcund Seabrook Station l
and warrants immediate intervention by your department. We are asking that you ensure that whatever problems led to this abrogation of operator responsibility are rectified, if that is even possible, before Seabrook Station is allowed to restart later this month.
The risk to the people of the New Hampshire and Massachusetts Seacoast that this situation presented is unconscionable and unacceptable, and we ask that you take whatever steps are necessary to make sure this does not occur again.
