NRC SPECIAL INSPECTION 50-336/09-03
Dear Mr. Necci:
This letter transmits the results of an NRC inspection at the Northeast Utilities (NU) Millstone -
Unit 2 facility during the period March 22 through 26,1999. That inspection constituted a review
of the actions taken by NU to resolve Unit 2 Significant issues List (SIL) Item 21, Fire Protection
Program.
Overall, our inspection found that you have made significant improvement in the fire protection
program for Unit 2. Specifically, we noted improved inspection procedures and acceptance
criteria for fire barrier penetration seals, improved procedures for post-fire shutdown activities,
and improved audits of the fire protection program. Based on the noted improvements, we are
closing SIL ltem 21 with this inspection.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and the

enclosure will be placed in the NRC Public Document Room (PDR).
