Dear Mr. Mallay:
The U.S. Nuclear Regulatory Commission (NRC) Reactor Systems Branch (SRXB) staff has determined that it needs additional information in order to complete its review of the Siemens Topical Report, EMF-2087, Revision 0, "SEM/PWR-98: ECCS Evaluation Model For PWR LBLOCA Applications". The staff has reviewed the topical report and prepared the attached request for additional information for clarification of the approaches used.
You have requested that portions of the information, EMF-2087, Revision 0, "SEM/PWR-98:
ECCS Evaluation Model For PWR LBLOCA Applications," submitted in August,1998 be exempt from mandatory public disclosure. While the staff has not completed its review of your request in accordance with the requirements of 10 CFR 2.790, that portion of the submitted information is being withheld from public disclosure pending the staff's final determination. The staff concludes that these questions and comments do not contain those portions of the information f
for which exemption is sought. However, the staff will withhold this letter from public disclosure

REQUESTS FOR ADDITIONAL INFORMATION i
1.
Secticn 3.1.1 concerns new numerical methods used in the code. Provide the field equations that are being solved and provide the numerical approximations to the field equations giving the time level of all variables including constitutive equations in the solution scheme.
2.
Define the heat flux used in the Richert-Franz correlation replacement for the Dougall-Rohsenow correlation.
3.
Provide graphical presentations of the RODEX2 data comparisons.
4.
Is RODEX2 documentation being revised?
5.
What is the impact on BWR RODEX version for BELOCA?
6.
What is the extent of usage of the modified RODEX2 beyond SEM/PWR?
7.
Provide plots comparing the new pump curves to the old curves. Provide the uncertainties in the data. Also, provide comparison plots of PCT for the old and new pump models.
8.
Page 3-54 states that valves are closed to prevent non-condensible gases from entering the system. How does this comply with the 10CFR50, Appendix K requirement that "The effects on reflooding rate of the compressed gas in the accumulator which is discharged following accumulator water discharge shall be taken into account." Clarify whether or not previous approval of the SEM/PWR methodology did not require compliance with this requirement.
9.
Provide uncertainties for all experimental data cited in the report.
10.
For the LOFT calculation, provide a plot of the calculated and experimental heat transfer coefficient versus time.

Justify performing THTF nodalization that is inconsistent with plant models.
