SUBJECT: NRC PHYSICAL SECURITY INSPECTION REPORTS 50-315/98024(DRS);

50-316/98024(DRS) AND NOTICE OF Vl3LATION

Dear Mr. Powers:

This refers to the security inspection conducted between November 12-19,1998, at the

! D. C. Cook Nuclear Power Station. The purpose of the inspection was to determine whether

activities authonzed by the license were conducted safely and in accordance with NRC security

related requirements.

Overall performance of your security organization, except as noted in this report, was l

fundamentally sound. Security personnel were knowledgeable of their duties and demonstrated

proper implementation of security requirements. Management activities were properly focused

toward maintaining an effective security program. Inspected security equipment functioned as

designed.

Based on the results of this inspection, the NRC has determined that two violations of NRC

requirements occurred. Both violations were identified by the NRC. Those violations are cited

in the enclosed Notice of Violation (Notice) and the circumstances surrounding them are

described in detail in the subject inspection report. The violation that involved a failure to i

control personnel access to two vital areas is of concern because it demonstrated that licensee

.

security managers had not recognized that established compensatory measures were not

totally effective to prevent unauthorized access to two vital areas. The other violation was an

isolated failure involving an inadequate search of a vehicle, and was caused by a poor work

practice by an individual search officer. Both violations were corrected in a prompt and

effective manner.

The NRC has concluded that information regarding the reasons for the violations and the

l corrective actions taken are adequately addressed on the docket in this Inspection Report

(50-315/98024 and 50-316/98024). Therefore, you are not required to respond to this letter

unless the description therein does not accurately reflect your currective actions or your

position. In that case, or if your choose to provide additionalinformation, you should follow the

instruction specified in the enclose Notice.

, Areas examined during this inspection concerr, a subject matter which is exempt from

disclosure according to Part 73, Title 10, Code of Federal Regulations, Section 73.21. This

information must be handled and protected in accordance with the provisions of 10 CFR 73.71.
