Memo from R. F. Heishman to M. V. Hodges, dated December 3, 1986 Memo from M. V. Hodges to R. F. Heishman dated December 16, 1986 On April 2,1987, we held a meeting with Mr. G. Stramback, GE, San Jose, to discuss GE's statement that "a 12-16 second slow scram in 119 of 121 control rods in a BWR could not result in a substantial safety hazard."

GE furnished copies of proprietary documents titled 1) No. 86-09 Control Rod Drive Scram Anaroly and 2) RRC No. 84-62 for review. We are enclosing one copy of each of these documents.

Please review these documents and inform us of the acceptability of the GE statement that a 12-16 second slow scram in 119 of 121 control rod drives in a BWR could not result in a substantial safety hazard.
