Vogtle Electric Generating Plant-Units 1 and 2; 50-424, 50-425; Diesel Generator Turbo Chargers; Letter GN-900 dated May 6,1986 Attention: Mr. J. Nelson Grace In previous correspondence on this subject, Georgia Power Company described a potentially reportable condition whereby, during startup testing, the Unit 1 Train.B diesel generator turbo charger impellers, were damaged by foreign objects ingested through the air intake system.-

During an inspection of the air intake silencers following initial j

break-in and vendor checks of the diesel generator, a nail was found in the silencers of each of the two generator banks.

The nails were intact and had not been used.

Georgia Power Company has been unable to determine how the nails got into the air intake system but it is

{-

. suspected that they entered the system while the air intake piping was

. open for flushing prior to the installation of flex connectors between the piping and the silencers.

Scaffolding was erected around the piping I

for installation of the flex connectors.

I When the blades of the turbo charger impeller were examined, some of the blades were found to contain nicks and were returned to the vendor (Elliott Company) for repair.

The vendor was later contacted and was asked if the condition of the damaged impeller could have impacted the l

i safe operation of the diesel generators.

The vendor indicated that damage to the impeller was minimal and the unit would still have func-l tioned properly.

Therefore, Georgia Power Company has concluded that l

the diesel generator would still have performed its safety function and this condition is not reportable pursuant to the requirements of 10 CFR 50.55(e) or 10 CFR 21.

This response contains no proprietary information and may be placed in the NRC Public Document Room.
