CONFIRMATORY ACTION LETTER RIII-CAL NO.86-005 AUG 101986 Docket No. 50-341 The Detroit Edison Company ATTN: Mr. B. R. Sylvia Group Vice President Nuclear Operations 6400 North Dixie Highway Newport, MI 48166 Gentlemen:

This Confirmatory Action Letter refers to our telephone conversation on August 18, 1986, concerning the results of the licensed reactor operator and senior reactor operator requalification examinations administered by the NRC at the Fermi 2 plant during the week of July 27, 1986.

The requalification examinations concluded that all twelve operators passed the written examination, five of eight SR0 candidates failed the simulator portion of the examination, and cne of eight SR0 candidates failed the oral portion of the examination. Notwithstanding, a number of irregularities existed with the assessment of the examinations, e.g., inconsistencies between written and simulator examination results; lack of agreement between NRC personnel on grading simulator examination results; and a two-week delay by the examiners in reaching a conclusion regarding failure of the simulator examination after informing superiors and the licensee that there were no significant problems identified. Based on these irregularities I have concluded that another set of requalificaion examinations should be administered by this office.

It is our intention to conduct these examinations during the week of August 25, 1986.

Until this matter is resolved, this letter confirms our understanding that the fiveseniorreactoroperatorswhoseperformanceissuspect(identifiedby their license nun.bers in the attachment) have been removed from licensed duties until the reexaminations have been administered by this office.
