This letter conveys our response to Mr. R.D. Martin's letter of July 7, 1986 addressing the Notice of Violation and Proposed Imposition of Civil Penalties imposed as a result of I and E Inspections 50-267/85-28 ana 50-267/85-32.
Pursuant to Section 182 of the Act, 42 U.S.C. 2232, this response is submitted under oath or af fi rmation which has been included as enclosure 1 to this letter.

P-86471 August 5, 1986 Our response to your Notice of Violation and Proposed Imposition of Civil Penalties pursuant to 10 CFR 2.201 is contained in enclosure 2 to this letter.
The material in enclosure 2 contains Safeguards Information as defined by 10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the material, with the exception of this letter should not be placed in the Public Documents Room.
