AFFIDAVIT OF LAWRENCE COE LANPHER Lawrence Coe Lanpher, being duly sworn, does say under oath as follows:
1.
The dovernments (Suffolk County, the State of New York, and the Town of Southampton) are filing on November 23, 1988, a motion to stay the Licensing Board's November 21, 1988, Memorandum and Order which authorizes the NRC Staff to make necessary findings on 25% power issues and to issue a 25% power license to the Long Island Lighting Company.
2.
The Licensing Board's November 21 Order is arguably a decision which has the effect of reinstating at least a portien of the license authorization in L3P-38-24.
