MEMORANDUM AND ORDER Two motions are pending before us in connection with the Licensing Board's November 21, 198F, Memorandum and Order authorizing the Director of Nuclear Reactor Regulation to issue a license to LILCO fcr 25 percent power operations the intervening Governments' motion for a stay of that Board order,I and LILCO's motion for certification of the Board's order to the Commission.

Both motions were filed and servcd by hand cr teltcopier on November 23, making replice due on December 5.

The Governments have also moved for leave to file their stay motion in excess of the 10-page limit prescribed by 10 C.F.R.

S 2.78 8 (b).

That motion is g_ ranted.

LILCO and the NFC staff may also file replies to the stay motion that are of comparable length.
