ORDER on July 24, 1986, the Licensing Board issued its initial decision in this proceeding (LDP-86-23) . The decision authorizes requested amendments to the technical specifications for operating licenses for Units 3 and 4 at the Turkey Point plant.

No appeal was taken from the initial decision within the period prescribed by the Commission's Rules of Practice.

1 The notice of hearing included a proposal that the license amendments involve a "no significant hazards" determination pursuant to 42 U.S.C. 2239 (a) (2) (A) (Supp.

1985). If such determination is made, the Commission may i issue an amendment and make it immediately effective notwithstanding any request for a hearing. The hearing may take place after issuance of the amendment. Metropolitan Edison Co. (Three Mile Island Nuclear Station, Unit No. 1),

ALAB-807, 21 NRC 1195, 1200 n.12. The Commission subsequently issued the requested amendments pursuant to a final determination of no significant hazards. 49 Fed. Reg. 3364 (1984).
