NOTICE OF VIOLATION (NRC INSPECTION REPORT NO. 70-734/86-05)

This letter refers to the inspection conducted on June 9-13, 1986, at the GA Technologies, Inc., Sorrento Valley SVA facility, La Jolla, California. The violation was identified by NRC Physical Security Inspector, A. D. McQueen and discussions of the inspection findings were held by the inspector with yourself and members of the GA Technologies, Inc., staff on June 13, 1986.

On June 11, 1986, it was determined that records pertaining to annual test firing of security weapons had not been maintained since January 1984. The root cause of the violation appears to be the failure to redelegate this function after deletion of the Security Training Officer position in a reorganization of the GA staff.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation described in the enclosed notice has been classified at a Severity Level V.

You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. In your response, you should document the specific actions taken and any additional actions you plan to prevent recurrence. After reviewing your response to this Notice, including your proposed corrective actions, the NRC will determine whether further NRC enforcement action is necessary to ensure compliance with NRC regulatory requirements.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, documentation of the findings of your safeguards and security measures are exempt from public disclosure; therefore, the enclosed inspection report will not be placed in the Public Document Room and will receive limited distribution.
