Dear Mr. Condrey:
1 This is in regard to your letter datted February 5,1999, and your fax dated April 29,1999, for -
approval of a route to be used for transport of spent fuel from the University of Toronto, Toronto, Ontario, Canada, to the Department of Energy's Savannah River Site near Aiken, South Carolina.-
- The route, as set forth in Enclosure 1, meets the regulatory requirements of 10 CFR 73.37. constitutes approval for this route. Unless renewed, this route approval will expire two years from the date of this letter. Note that transportation of licensed radioactive material must be conducted in compliance with the applicable U.S. Department of Transportation regulations.
NRC staff have completed the arrangements with law enforcement agencies required by 10
' CFR 73.37(b)(6). Note that armed escorts are required for the urbamzed areas of Buffalo, New York: Erie and Pittsburgh, Pennsylvania; Charleston, West Virginia; Charlotte, North Carolina; 4
and Columbia, South Carolina. Information on law enforcement arrangements is provided in, and is to be incorporated into your shipment plans and provided to your carrier along with instructions regarding its use. If your camer deviates from the approved route, please provide details of the deviation to the contact listed below as 'soon as possible.
The notification requirements of 10 CFR 73.37(f) and 73.72 apply for each shipment. When making notification to this office under 10 CFR 73.72, please confirm that armed escort will be provided as required, and that the appropriate govemors or designees will or have been notified.
