  • What is the NationalInstitute of Standards and Technology?

The Nationolinstitute of Stondords and Technology (NLST)is the new nome of the Commerce Deporiment's National Bureau of Stondords (NBS). NIST was created by the Omnibus Trode and Compettfiveness Act signed by President Roogan on August 23.

NBS was originally established in 1901 os the government's science and enginoering laborof ory for measurement technology and research on standards. Over the years it i

evolved to becomo the solo fedorol laborotory directly concerned with olding industry and commerco.

o In oddition, NIST is directed to develop four new major programs olmed of the ropid and effective transfer of techncbgy to U.S. industry to enhonce the country's technologico! competitiveness. These are:

  • the Regional Centers for the Transfer of Monufoetunng Technology:
  • ossistance to state technology r,*ograms;
  • the AdvancedTechnologyProgrorn:and
  • the Cleoringhouse forStofe Technology Progrorns.

The progrom for the regional centers hos received pottial funding. The others wil be implemented as resources become ovo:lobie.

  • > What are the Regional Centers for the 'Ransfer of Manufacturing Technology?

The regional centers are htended to provide direct support to smol-ond medium-sized manufacturing firms in outomathg and moderrMng their facilities. They will help businesses develop technicolly and financially scxtnd plans for modernking their production, porticulorty in the use of modern monufoeturing technology. The centers wdi draw on the scientific resources of NIST, portculorly the technology cultivated of the NtST's Automated Manufacturbo Research Foclity.

NIST will create these centers in portnership with non-profit orgonkotions estobashed by stofe and locof governments. universities, or compon!es. NIST may provide up to 50 percent (limited to $3 million annuolly) of the operating (but not construction) funds for these centers for their first 3 years. NIST con provide decreasing amounts of operating funds for the next 3 yeors. After 6 yeers, We centers should be self supporthg. In onticipation of this legislation, a limited effort has been initioted h fiscal yect 1968.

      • What assistance is intended for state technology programs?

NIST is 1o take on active role h promoting the transfer of federal technology through the many existing state and local technology extension services. Such state and local progroms typicolty emphoste business advlCe rather than decung with sophistlCoted technology. The NIST program will he'p to coordinate the state and local extension services with federal technology transf6r progroms. Through workshops, seminors, and other meChonisms. NIST will help technology extension ogents make the best use of federalresources.

      • What is the Advanced Technology Program?

This is a shared assignment with the Department of Commerce. The clearinghouse will gother and onoWe information on tho many s+cte and locci technok>gy development progroms ocross the notion. The ideo is to develop a centrol base of information on what programs are avoilable,what hos been tried, and what the results have been. The cleoringhouse will be a resource for state and local governments when deciding on new technology policies. The information wiD be shared thrNgh workshops and other mechanisms. NGT wil offer technk::al and onolytical support to the cleoringhouse project.

+ What are the next steps?

The Act requires the establishment of the Advanced Technology Progrom and, by December 21, the submisshn to Congress of a plan establishing the major operating units of NIST.

Colibration, measurement, cnd other metrology servk;es offered by NGT wil continue uninterrupted.
