The Commission was briefed by members of the NRC staff on t.he status of the agency's EEO program.

- J. Souder, Labor Management /EEO Advisory Committee The EDO indicated that he would provide the Commission with the staff's comments on the recent-RIF report by the Age Discrim -

ination Advisory Committee.

l As a follow-up to the meeting the Commission has requested that the staff address the following items.

(1)

The statistics provided by the staff on the performance evaluations of SES members on EEO indicate that. rankings on the EEO subelement may not be consistent with the-agency's somewhat limited success in the EEO area.--That raises questions about the criteria being used for grading perfor-mance.

The Commission requests that the staff report on-exactly what it takes to get each rating,11.e. exactly what' is necessary for a Fully Satisfactory, an Excellent,-or an.

Outstanding rating.

The staff should also explore further-initiatives to bring the agency's EEO performance up to the level indicated by the current SES evaluations.

The FWPAC said that they are concerned that the reorgani-zation may be having an adverse effect on women of the agency.

The Commission requests that the EDO and the Director, SDBU/CR work with all of the committees to assess the impact of the reorganization.

The staff should provide necessary assistance to carry out the assessment.

The Commission directed the staff in an earlier SRM to develop a plan for increasing the number of women and minorities in the upper grade levels and the SES.

The staff's response was to propose a rotational program which has yet to be implemented.

The staff should immediately identify rotational assignment positions for this program and report to the Commission when this has been completed.

Special emphasis should be given to expanding the scope of the rotational program under the current reorganization.

Further, the Commission requests that the staff report to the Commission in detail on programs, other than rotational programs, being used by other agencies.to accomplish the goal of increasing the representation of women and minorities in management positions.

The staff should also identify opportunities under the reorganization to expand the upward mobility program and to increase the number of women and minorities in first-line supervisory positions throughout the agency.

Please present a plan within two months for accomplishing the expansion of the upward mobility and rotational programs.

The Commission's hiring goals are being established based on the study of the workforce performed by Oak Ridge.

It was the Commission's understanding before the Commission meeting that that study is based on 1980 census information which is in turn based on 1979 statistics.

However, the staff said at the meeting that the Oak Ridge study is updated each year.

You should provide the Commission with a detailed explanation of how they accomplish the update of the information.

Further, you should report on what information other agencies use in developing their goals.

You should report to the Commission within two weeks on what the staff is doing to utilize the FWPAC in the staff's

" secretary study."

The staff should review the recommendations they provided to the Commission in their February 10, 1987 memo to the Commission on the study done on racial discrimination in performance evaluations in light of the information provided at the meeting which indicates that the lower ratings may be due largely to lower grade levels.

You should provide the Commission with a detailed report of this review and any further recommendations.

In addition, the staff should provide recommendations for dealing specifically with the unacceptable attitudes evidenced by certain offices in their explanations.for disparities in rankings.

For example, one office explained that disparities existed because minorities were lower graded, and another explained that minorities have less service.

These factors should have no relevance to whether an employee is meeting or exceeding his or her performance elements.

The staff should look into whether we should do some things directly in those cases.

It appears that the staff is doing a better job of providing information to the advisory committees on a timely basis.

The Commission continues to be interested in assuring that the staff provides all relevant information to the commit-tees in enough time to allow them to comment, and that staff consult with interested committees early enough in the decisionmaking process that the comments of the commit-tees might have some effect.

Copies of the Advisory Committees reports should be sent to the Commission through j

the EDO.

You should provide additional information on how retraining is being addressed in the strategic planning process to see that NRC uses present human resources to the maximum extent possible as agency needs change.
