Dear Mr. Chairman:

The NRC has sent to the Office of the Federal Register for publication, the enclosed amendment to the Commission's rules in 10 CFR 50.55a (h). This rule will be amended to incorporate by reference Institute of Electrical & Electronics Engineers (IEEE) Std. 603-1991, a national consensus standard for power, instrumentation, and control portions of safety systems a

in nuclear power plants. This action is necessary to endorse the latest version of this national consensus standard in the NRC's regulations, and replace an IEEE standard currently endorsed in the NRC's regulations which has been withdrawn by the IEEE. Compliance with IEEE Std. 603-1991 by the current licensees would be voluntary.

The Commission is issuing this final rule with an effective date 30 days after publication in the Federal Reaister.

This rule will be amended to incorporate by reference Institute of Electrical & Electronics Engineers (IEEE) Std. 603-1991, a national consensus standard for power, instrumentation, and control portions of safety systems in nuclear power plants.
