Contract No. NRC-02-98-001 Modification No. 7 Page 2 of 2 The purpose of this modification is to (1) modify the Statement of Work in accordance with the attached pages; (2) increase the ceiling by $498,995; (3) increase the obligated i
amount by $420,599; and (4) extend the period of performance through December 31, 1999. Accordingly,' the following changes are made:
- 1. Section B.3,' Consideration and Obligation-Cost Plus Fixed Fee (JUN 1988) paragraphs a and c are. deleted in their entirety and replaced with the following:
"(a) The total estimated cost to the Government for full performance of this contract is $1,143,687.00, of which the sum of $1,068,306 represents the estimated reimbursable costs, and of which $75,381 represents the fixed fee.
(c) The total amount obligated by the Government is $1,065,291.00 l
- 2. The attached pages are appended to Section C, Description / Specifications /
Statement of Work, and hereby modify subsections C.2, Objectives; C.4, Level of Effort; and C.5, Scope of Work.

- 3. Section F.7, Duration of Contract Period, is deleted in its entirety and the following is substituted in lieu thereof:

2.0 OBJECTIVES f
The availability of dpmparable, quantitative risk analysis results for the approximately 40 systems addressed by the nuclear byproduct material risk review as well as critical review of the j
risk analyses and their results are essential to the success of the nuclear byproduct material

risk review. Therefore, the NRC requires: 1) quantitative analyses and development of regulatory alternatives for systems currently analyzed qualitatively and for subsystems of i
several of the systems currently analyzed quantitatively; 2) identification and evaluation of those other risks that might temper the selection of regulatory alternatives for each system; 3) revision j
of the working draft report, dated December 17,1998, on the basis of the critical review I
provided by the NRC staff; 4) preparation of a draft NUREG/CR for public comment that includes quantitative analyses and regulatory alternatives for all systems / subsystems; and 5) revision of the draft NUREG/CR, based on the critical review by the public, into a final NUREG/CR providing the results of the project.
4.0 LEVEL OF EFFORT The following hours is the government's estimate for the change to tasks under this contract

modification. This information is advisory and is not to be considered as the sole basis for the contractor to develop his staffing plan and cost proposal.
Task 3:
Describe the systems and identify and evaluate 9.5 staff weeks barriers to radiation risk.
Task 4:
Develop and apply a radiation risk evaluation system.

Identify and evaluate other risks.

Task 7:
Coordinate activities and orecare reports.
Prepare a draft final technical report in the form of a draft NUREG/CR for public comment. The draft final technical report will address comments received as a part of the NRC's internal peer review of the working draft document provided by the contractor on December 17,1998, and will add to the working draft as many of the new quantitative analyses, identification and evaluation of other risks, and development and evaluation of options for regulatory approaches become available by June 30i1999. Provide the remainder of the new quantitative analyses, identification and evaluation of other risks, and development and evaluation of options for regulatory approaches by September 15,1999.
