FORWARDING INSPECTION REPORT FOR MODULE 13C
READINESS REVIEW

.This memorandum forwards IE's draft letter and the inspection report
for module 13C to you for subsequent transmittal to GPC, since Region II
,

is the coordinating office for the Vogtle Readiness Review.
The inspection
report documents IE's inspection of the Stone and Webster Engineering
Corporation's (SWEC) depth of review associated with the Independent Design
Review (IDR) chapter. This inspection report completes IE's initial technical
review of Module'13C as requested in Roger D. Walker's memorandum dated
December 4,1985.

Dear Mr. Kelly:
On May 5, 1986 through May 7, 1986, the NRC performed an inspection
at the Vogtle job site of Readiness Review Module 13C - Chapter 7.C
" Independent Design Review." The objective of the inspection was to
ensure that Stone and Webster Engineering Corporation (SWEC), the
Independent Design Review (IDR) contractor, had performed a thorough
review of the Readiness Review module chapter, as well as to ensure
that appropriate corrective action had been implemented by GPC, where
necessary. The results of this inspection are documented in the enclosed
inspection report and have been discussed with your staff during our
, inspection exit briefing.
Based on this inspection, we believe that the 1DR for Module 13C was

performed competently and effectively.
Minor comments are presented
in the enclosed inspection report.
Your resolution of IDR Findings
-
1, 2 and 7 will be examined during the next inspection of the IDR
portion of your Readiness Review Program.
