The U. S. Nuclear Regulatory C, omission (the Comission) has issued

i Amendment No. 31 to Facility Operating License No. NPF-47, issued to

(

Gulf States Utilities Company, (the licensee), which revised the I

Technical Specifications for operation of the River Bend Station, Unit 1, f

located in West Feliciana Farish, Louisiana.

I The amendrent was effective as of the date of its issuance.

The arendrent revised the Technical Specifications to aller single l

1 recirculation loop operation.

i The applicatinn for the amendeent complies with the standards and j

i requirements of the Atomic Energy Act of 1954, as amended (the Act), and the l

f Corrission's rules and regulations. The Comission has made appropriate j

findings as required by the Act and the Comission's rules and regulations in a'

10 CFR Chapter 1, which are set forth in the license amendment.

i The Notice of Consideration of !ssuance of Arendment was published in the 1

l Federal Register on May 13,1988(53FR17131). No request for a hearing or i

I petition for leave to intervene was filed following the notices.

2 The Comission has prepared an Environmental Assessment related to the action and has determined not to prepare an environmental impact statetent.

Based upon the environmental assessment, the Comission has concluded that the issuance of this amenda,ent will not have a significant effect on the quality of the human environment.

For further details with respect to the action, see:

(1)theapplication for amendment dated April 6,1988, as supplemented October 20,1988;(2) Amendment Nu. 31 Facility Operating License No. NPF-47; pnd (3) the Comission's related Safety Evaluation and Environmental Assessment. All of these items are available for public inspection at the Comission's Public Docurent Room, 2120 L Street N. W., Washirigten, D.C. 20555; at Government Docurents Departrent, Louisiana State University, Baton Rouge, Louisiana 70803. A copy of items (3) and (4) reay be obtained upon request addressed to the U. S.
