e-s Second Quarter Base Table Enclosure April 15,1999 SECOND QUARTER PROGRAM CHANGES The second quarter program changes resulted from funding adjustments and the use of
$337,000 in unobligated carryover funds.
Nuclear Reactor Safety
$470,000 The not increase is primarily due to the transfer of funds from the Nuclear Materials Safety program to support work related to rulemaking for clearance of materials and equipment having residual radioactivity, and from the Nuclear Waste Safety program to accommodate increased work on the reactor license renewal program and the development of the new inspection and assessment program.
Nuclear Materials Safety
($65,000)
The net decrease is primarily due to the transfer of funds to the Nuclear Reactor Safety program as described above and a transfer from the Nuclear Waste Safety program to support review of a DOE topical report on bumup credit in spent fuel storage and transportation to allow higher cask loadings, and the amendment to the VSC-24 storage cask license to allow storage of bumable poison rod assemblies.
Nuclear Waste Safety
($359,000)
The decrease is primarily due to the transfer of funds to the Nuclear Reactor Safety and Nuclear Materials Safety programs as described above. This change does Dglinvolve monies from the Nuclear Waste Fund.
Management and Support Program
$291,000 This increase is to support the final negotiated contract settlement on the Nuclear Document System Document Processing and User Support Services contract and funding of two seminars on managing diversity.
PROPOSED REPROGRAMMING Nuclear Reactor Safety
$1,669,000 This increase is to: support the tasks and schedules to accelerate the agency's movement to revamp the regulatory oversight process to be more risk-informed and j

$870,000 This increase is to: purchase a Microsoft SQL server which will allow the agency to begin migrating current database systems to Microsoft SQL as an attemative to Sybase; fund increased costs for computer timesharing at the National Institutes of Health; upgrade NRC's extemal web server; facilitate work in establishing performance goals, metrics, and alignment of work to the goals as part of the Planning, Budgeting, and Performance Management process; and fund the agency's public communications j
initiative which will allow the staff to convey information more effectively to the public.
