SU3 JECT: EVALUATION OF GASE0US EFFLUENT STACKS The Office of Nuclear Material Safety and Safeguards (NMSS) has contracted with Oak hidge Associated Universities (0RAU) to evaluate fuel facility radioactive gaseous effluent release stacks. The purpose of these evaluations is to assure that monitoring, sampling and analyses of facility gaseous effluents are representative of actual releases. To date, evaluations have been performed in NRC Region II at the General Electric, Nuclear Fuel Services, and Babcock and Wilcox fuel facilities.

As discussed in a telephone conversation between Mr. Phillip G. Stoddart of my staff, and Mr. E. Reitler of your staff on August 5,1986, Mr. Stoddart, accompanied by Dr. Glen Murphy, of ORAU, plans to visit your facility on August 12, 1986, to discuss the details of the tests and measurements needed to -

perform the evaluation.

Based on prior evaluations at other facilities, we project that from four (4) to six (6) gaseous effluent stacks would be selected and measured for flow, temperature, and velocity profiles and that 24-hour filter samples would be collected from each stack for from 5 to 7 days.

We request your cooperation in conducting this evaluation of representative -

effluent stacks at your Columbia facility. A formal report of the results of the ORAU evaluation will be provided to your office within approximately 6 weeks of completion of the necessary measurements and sample analyses.
