NRC Security Initiatives: Target Set Development

  • A target set is a minimum combination of equipment, or operator actions, which, if prevented from performing their intended safety function or prevented from being accomplished, would likely result in radiological sabotage.
  • Reassessing current approach to developing and identifying target sets based on operating experience while applying risk informing concepts and reasonable assurance methodology.

- Revision of Regulatory Guide 5.81, Target Set Identification and Development for Nuclear Power Reactors

NRC Security Initiatives: Security Bounding Time/Reasonable Assurance of Protection Time

  • Risk-informed, holistic approach to assessing an operating power reactor licensees ability to counter a design basis threat attack by taking into account operator actions, the use of Diverse and Flexible Mitigation Capability (FLEX) equipment and law enforcement response

- Recognizes the existing layers of protection available to sites along with how the safety and security of the site would evolve over time following initiation of an attack

- Will allow licensees to refine protective strategies to focus on the most risk-significant target sets while continuing to maintain physical protection of the site

  • Commission paper with commitment to update RG 5.76, Physical Protection Programs at Nuclear Power Reactors, to incorporate Reasonable Assurance of Protection Time concept; voting options for Security Bounding Time

  • Conducting timely assessments to enable the use of technology where appropriate in security programs
