10 CFR 50.54(q) Report of Changes to the OSTR Emergency Response Plan Which Do Not Decrease the Effectiveness of the Plan Gentlemen:
It has come to my attention that you were sent the wrong letter of transmission with respect to recent changes in the OSTR Emergency Response
- Plan, in our submission of these changes to you, you *. tere sent a copy of the cover letter intended for the local holders of the plan requesting them to update their copies of the plan instead of our letter t,ubmitting tk.e changes to the NRC under the provisions of 10 CFR 50.54(q).
The annual review of the OSU Radiation Center and TRIGA Reactor Emer-gency Response Plan was recently completed, and as a result of this a number of revisions were proposed.
These changes were reviewed and approved by the OSTR Reactor Operations Comittee, who concluded that the changes did not decrease the effectiveness of the plan and therefore could be made under the provisions of 10 CFR 50.54(q).
To enable you to easily review the changes they have been listed in Attachn.ent A.
You have already been sent the necessary pages to update your copies of the plan.

1-1 Delete reference to the 14 HeV neutron generator.
It is no longer operational.
2-2, 3 Change OSTR Reactor Administrator to Radiation Center Director in definition of Operation Boundary and Site Boundary.
This is needed because of a change in personnel titles.
3-6 to 10 Change the line of succession to accoccodate Radiation Center title and organizational changes.
3-7 Change the duties of the Emergency Director so that the individual now notifies and coordinates with the OSU Administration rather than reporting to the Radiation Center Director. This is needed because the Emergency Director is now the Radiation Center Director, if he is presenE 3-13 Replace the organizational diagram with the 7evised version given in the new Technical Specifications.
7-5 Add reference to ERIP 3.0 when OSTROP 1.0 is referenced.
These are the same document, but ERIP 3.0 is usually kept with the Einergency Plan, and therefore the easiest to check, 10-2 Change the titles of the Assistant Director for Radiation Protection and Regulatory Affairs and Assistant Reactur Administrator to Radiaticn Center Director and Reactor Administrator respectively.
