Dear Mr. Maas:
This refers to your application dated April 12,1999, requesting an amendment to Certificate of Compliance No. 9248, for the Model No. SP-1 and SP-2 packages.
We have completed the initial processing of your application, which is an administrative review.
During the initial processing, we identified a deficiency in your application. Specifically, the application does not include a complete criticality analysis for the Category 2 fuel assemblies identified in Appendix 6H of your application. The criticality analysis does not include the results of an analysis for a finite array of damaged packages, that demonstrate that the maximum k-eff for the array does not exceed 0.95.
To support your request for an expedited review, you should provide the requested information within 14 days of the date of this letter, so that we can begin the technical review of your application. Please note that the complete technical review may identify additional omissions in the submitted information or technical issues that require additional information.
