NOTICE OF VIOLATION (NRC INSPECTION REPORT NO.. 70-734/87-03)

This letter refers to the routine inspection conducted on March 23 - 27, 1987, at the GA Technologies, Inc., Sorrento Valley SVA facility, La Jolla, California. The violations were identified by NRC Physical Security Inspector, A. D. McQueen and discussions of the inspection findings were held by the inspector with yourself and members of the GA Technologies, Inc., staff on March 27, 1987.

On March 26, 1986, it was determined that two individuals on the "SVA Access List, Long Term Visitors - No Escort Required" had no' evidence of having been granted an NRC access authorization in their personnel security files, nor were-they authorized access under appropriate exceptions granted in.accordance with provisions of 10 CFR 11.11. Additionally, it was determined on the same date that records pertaining to semiannua.1 test and maintenance of security hand-portable radios had not been' maintained in accordance with a Physical '

Protection Plan (PPP) requirement. The NRC had not been s notified.of the change in accordance with provisions of 10 CFR 70.32(e). The root causes of the violations appear to be failure to appropriately review access authorization lists on a timely basis and take necessary corrective action, and the/ failure to report the PPP change to the NRC as required.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violations described in the enclosed notice have been classified at a Severity Level IV and a Severity Level V.

You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. In your ,

response, you should document the specific actions taken and any additional  !

actions you plan to prevent recurrence. iAfter reviewing your response to this Notice, including your proposed corrective actions, the NRC will determine whether further NRC enforcement action is necessary to ensure compliance with NRC regulatory requirements. _'
