by a "fundamental flaw" in a radiological emergency plan for Shoreham as demonstrated by deficiencies revealed by the exercise of that plan.
ALAB-903 olearly also provides guidance to this Board and the parties participating in the litigation of the contentions on ',he June 1988 exercise of the plan for Seabeook.
