20553 Gentlemen:
In Toledo Edison's response to the draft Safety Evaluation Report, dated February 13,1986 (Serial 1241), it was stated that Toledo Edison would submit; a) proposed work plans for the special studies (except SFRCS), and b) several sample HEDs that demonstrate the upgrading of HED documentation. contains the special studies. Enclosure 2 contains sample HED reports.
Four of the studies are in progress. The remaining studies will be initiated in phases, with all studies being completed before the end of the 5th refueling outage.
Many of the changes identified during the four studies in progress will be implemented during the 5th refueling outage.
All other corrective actions will be implemented by the end of the 6th refueling outage, unless adequate justification exists for later implemen-tation.
