Dear Mr. Stello:
In accordance with the Federal FeucJency Manacyynent Agency (FDM) rule 44 CFR 350, the State of Iblaware submitted its State and associated local plans for radiological cynergencies related to the Artificial Island Generating Station (foonerly Salen,Aiope Creek) to the Regional Director of FDR Region III for FF2% review and approval. 'Ihe Regional Director conpleted and forwarded his final evaluation of the Delaware State and local plans to me on September 27, 1982, in accordance with section 350.11 of the rule. However, subsequent to the State's original submission, areas requiring action by the D31 aware Departnent of Public Safety were identified and resolved in a January 15, 1986, FDR finding. Included in this evaluation is a revies of exercises conducted April 3,1981, October 13, 1982, October 26,19d3, and October 29, 1985, and a public meetina held on May 27, 1931, which explained the site-specific aspects of the State and local ;31ans.
Based on an overall evaluation, I f tnd and determine that the State and local plans and preparedness for the Artificial Island Generating Station -
are adequate to protect the health and safety of the public in that there is reasonable assurance that the appropriate protective measures can be taken of fsite in the event of a raliological energency. However, while there is a public Alert and Notification (AsN) system in place and opera-tional, this approval is conditional on FDM's verification of the A&N systen in accordance with the criteria of NURErc0654/ FEMA-REP-1, Rev.1, Appendix 3; and the " Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants" (Fr}M-RSP-10).
