Dear Sir:

I am an employee of the Duquesne Light Con.pany and a member of IBEW Local Union 144. I oppose the random testing provisions that the NRC has proposed to be included in the Fitness for Duty Program.

l I support a testing program based on behavorial observation and testing for cause.
