Detroit Edison Response Notice of Violation and Proposed Imoosition of Civil Penalties This letter provides Detroit Edison's response to the subject Notice of Violation and Proposed Imposition of Civil Penalties.

Detroit Edison has reviewed the deficiencies identified in the subject notice.

Extensive corrective actions have already been taken to improve th.> effectiveness of the security program at Fermi 2.

In addition to corrective actions described herein, steps to further improve the long-term security program have been discussed with members of the Region III staff, and the Nuclear Security Improvement Plan was submitted to the NRC on May 1, 1986.

program at Fermi 2.

Therefore, Detroit Edison believes that mitigation of the civil penalty is warranted based on the i

extensive actions taken.

Because your letter indicated that this was considered, a check in the amount of $50,000 is enclosed with this letter in full payment of the civil penalty.
