UNC requests that the subject license be amended to formalize a recent crganization change, authorize the modified use of a cart, reflect minor changes in a fuel component specification, and authorize production limits for a new fuel design. No dominant control or ownership is associated with any alien, foreign corporation or foreign government. ( Principal officers are given in Part II, Page 2.1-1. Naval Products Division UNC Naval Products, a division of UNC, Inc., is organized for the i prime purpose of producing nuclear fuel elements, materials and t components, and for the assembly of complete reactor cores. The President and General Manager of UNC Naval Products reports to the President of UNC, Inc., and has overall responsibility for operation of the Division facilities. Responsibility for nuclear criticality safety, radiological safety, nuclear materials, and security has been delegated to the Director of Technical Services. l He has responsibility for implementing the safety program. The l Vice Presidents of Operations, Engineering and Quality Control are responsible for enforcing and applying the rules and program conditioris for nuclear criticality safety and radiological safety which have been established by the Director, Technical Services. This position now assumes all responsibilities and functions described in this license as belonging to the Managar, NIS. The organization of the Division provides for administration, production, technical support, and nuclear and industrial safety i functions, security, and nuclear materials management on a Division-wide basis. UEASSiflED UNC NAVAL PRODUCTS LICENSE SNM-368 part I Page 2-4 Docket No. 70-371 Chapter 2 Rev. 3 Date: 5/6/88 2.2.3 Personnel Qualifications 2.2.3.1 The Director of Technical Services shall hold a degree in science or engineering, and have at least ten years experience in a responsible position in the nuclear industry; at least three years of which have been in an activity which would develop an understanding of nuclear criticality safety, health physics, and industrial safety and fire prevention problems. 2.2.3.2 Nuclear and industrial safety function Criticality and Health Physics Specialists shall have a B.S. Degree in science or engineering and not less than three years experience in a responsible nuclear engineering or health physics position and not less than ono year of professional experience in the area of their specialty. 2.2.3.3 The Nuclear criticality Safety Engineer shall have a Bachelor's Degree in science or engineering with at least one year's experience in performing nuclear criticality safety assessments and calculations. 2.2.3.4 Nuclear and industrial safety Consultants shall meet the same requirements as listed for the Specialists. 2.2.3.5 The assignment of individuals to nuclear and industrial safety functions (previously referred to in this license as the NIS Dept.rtment) is approved by at least two (2) levels of management above the assigned positions. page J-4 > ~L it&.K
